Executive Councilor Karen Liot Hill, D-Lebanon, pushed back at last month’s Executive Council meeting after another Executive Council member blocked approval of a promotion for New Hampshire National Guard Capt. Nathaniel Richter of Mansfield Center, Connecticut, to major.
The much-decorated Richter transitioned to female and Councilor David Wheeler, R-Milford, moved to table the promotion.
Liot Hill asked AG Formella to advise if refusing to grant Richter the promotion due to gender identity would violate anti-discrimination laws.
Formella said his team will research and get back to the council in the form of “attorney-client” privilege.
RESULTS: Republicans on New Hampshire’s Executive Council voted a few weeks later to move forward with a promotion for a transgender National Guard captain, after previously holding it up for more than a month.
